collection is approved for grading and verification programs (QVSP)
currently in existence. In the next submission to OMB, the agency
should list all programs for which the forms will be used. If USDA
develops additional verification programs, they should seek
approval through the processes described in 5 CFR 1320.

The application meat grading,
certification and QSVP services authorizes USDA employees to
perform such services in requesting establishments. The information
contained on the applications also serve as a legal agreement
between parties.

Since the last submission,
there has been a decrease of -22 burden hours due to the decrease
in applications for grading or verification services. Applicants
requesting voluntary grading, certification, and audit based
services need only complete Form LS-313 and LS-315 once, initiating
and indefinite lifetime contract with USDA. Many applicants have
previously filled out these forms, thus only need to call in their
scheduling request.

the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
