Public reporting burden for this BE-150 report is estimated to average 16 hours per response. This burden includes time for reviewing the instructions, searching

Purpose - This survey is to gather information on the credit, debit, charge, automated teller machine (ATM), and point of sale (POS) transactions of U.S. persons
traveling abroad and foreign persons traveling in the United States. The information collected will be used to formulate U.S. international economic policy and to
analyze the impact of that policy, and the policies of foreign countries, on international trade in services. The data will also be used in estimating the travel component
of the U.S. international transactions accounts and national income and product accounts.
Authority - This survey is being conducted under the authority of the International Investment and Trade in Services Survey Act (P.L. 94-472, 90 Stat. 2059, 22 U.S.C.
3101-3108, as amended – hereinafter “the Act”), and the filing of reports is mandatory under Section 5(b)(2) of the Act (22 U.S.C. 3104). Regulations for the survey
may be found in 15 CFR Part 801.
Penalties - Whoever fails to report may be subject to a civil penalty of not less than $2,500, and not more than $25,000, and to injunctive relief commanding such
person to comply, or both. These civil penalties are subject to inflationary adjustments. Those adjustments are found in 15 CFR 6.4. Whoever willfully fails to report
shall be fined not more than $10,000 and, if an individual, may be imprisoned for not more than one year, or both. Any officer, director, employee, or agent of any
corporation who knowingly participates in such violations, upon conviction, may be punished by a like fine, imprisonment, or both. (See 22 U.S.C. 3105.)
Notwithstanding the above, a U.S. person is not subject to any penalty or failure to report if a valid Office of Management and Budget (OMB) control number is not
displayed on the form; such a number (0608-0072) is displayed at the top of the first page of this form.
Confidentiality - The Act provides that your report to this Bureau is CONFIDENTIAL and may be used only for analytical or statistical purposes. Without your prior
written permission, the information filed in your report CANNOT be presented in a manner that allows it to be individually identified. Your report CANNOT be used for

Instructions:
Schedule A: Report qualifying transactions between foreign cardholders and U.S. merchants or cash dispensers that were settled through any credit, charge,
debit, automated teller machine (ATM), or point of sale (POS) networks that your firm operates.
Schedule B: Report qualifying transactions between U.S. cardholders and foreign merchants or cash dispensers that were settled through any credit, charge,
debit, ATM, or POS networks that your firm operates.
The remaining instructions are applicable to both Schedule A and Schedule B unless otherwise specified.
Column 2: Report all cash advances and withdrawals.
Columns 3-16: In columns 3-8, report purchases for which the card is present at the point of sale, by spending category. In columns 9-14, report purchases for
which the card is not present at the point of sale (including Internet and phone transactions), by spending category. The spending category of each transaction
is determined by the merchant category code (MCC) used in the transaction. See Additional Instructions below for further guidance.
Line 1: Enter the total value of all transactions for the period indicated in Part I, question 2.
Lines 2, 3, and 4: On line 2, report business or corporate card transactions; on line 3, report personal card transactions; on line 4, report government card
transactions. The total of lines 2, 3, and 4 equals line 1.
Beginning on line 5: Report transactions by country. Use as many lines as necessary. Enter the country name in column 1.

Note:
Report in thousands of U.S. dollars. Example - $1,555,055.00 should be reported as $1555.
Report gross amounts charged to the cardholders (net of fees), not the amounts that merchants receive.
Transactions should be reported net of any credits from returns, refunds, as well as any other reversals or chargebacks such as those related to fraudulent
transactions.
Definitions:
Cash advances and withdrawals - currency amounts borrowed or withdrawn using a credit, debit, charge, ATM, or POS card.
Cash dispensers - companies or institutions that dispense currency amounts to cardholders making cash advances and withdrawals using their credit, debit,
charge, ATM, or POS cards.
Foreign cardholder - a holder of a card issued by a foreign bank or institution.
Foreign merchants - companies located outside of the United States that accept payments on credit, debit, charge, ATM, or POS card networks.
Purchases - purchases of goods or services made through credit, debit, charge, ATM, or POS card networks; excludes cash advances and withdrawals.
Qualifying Transaction – any transaction that is run using a qualifying MCC. See Additional Instructions below for a list of all qualifying and omitted MCCs.
Transactions - an exchange of funds conducted through credit, debit, charge, ATM, or POS card networks; includes purchases, cash advances, and cash
withdrawals.
U.S. cardholder - a holder of a card issued by a U.S. bank or institution.
U.S. merchants - companies located within the United States that accept payments on credit, debit, charge, ATM, or POS card networks.
United States - when used in a geographical sense means the fifty states, the District of Columbia, the commonwealth of Puerto Rico, and all territories and
possessions of the United States.
