Abstract: Establishes a contract between shipping companies and the crew members prior to the beginning of a voyage as required by law. Provides the Coast Guard with an official vessels activity file as well as a complete listing of the seaman employed during the voyage; names, wages, next of kin, time aboard, DOB, capacities & document numbers.
