The information collection is required by sec. 11 of P.L. 106-404. The information will enable DOE to determine whether the Ombudsmen at DOE's laboratories are properly helping to resolve complaints from outside organizations. The Ombudsmen are appointed by the laboratory or facility Directors and are a senior official of the laboratory who are not involved in day-to-day technology partnerships.
