collected is used to determine air operators compliance with the
minimum safety standards and the applicants eligibility for air
operations certification.

Departures per day increased
from previous levels of 23,205 per day in the previous report to
28,500 per day, causing a substantial increase in the burden. This
increase is offset to a degree by a decrease in the number of
active primary Part 121 air carriers from 106 in 2008 to 75 in
2011, a 9.6% reduction. The decrease includes, but is not limited
to, buyouts, mergers, voluntary revocation or change in status. In
addition, the number of responses listed in the ROCIS burden table
has been adjusted to accurately reflect individual daily
recordkeeping tasks required by Part 121. These requirements,
including the frequency of collection, the population of carriers
covered, the use of the information, and time burden per response,
are not being revised within this burden adjustment - the increase
in the number of responses included on the ROCIS table reflects the
multiple task requirements associated with individual daily flight
activities that had been unintentionally omitted in the ROCIS and
supporting statement burden tables, but described in the narrative
of previous submissions of this information collection.
