Title V of the Railroad Revitalization
and Regulatory Reform Act of 1976 (Act), 45 U.S.C. 821 et seq.,
authorized the Federal Railroad Administration (FRA) to provide
railroads financial assistance through the purchase of preference
shares, and the issuance of loan guarantees.

The total burden has increased
due to an increase in the expected number of Applicants to the RRIF
program. In the last submission, FRA estimated that it would
receive 15 financial document packages, while this present
submission indicates that FRA expects that it will receive 18
financial document packages. There is no change in respondent cost
from the last submission.
