with 5 CFR 1320, the emergency information collection is approved
for 6 months. This collection is approved with the following terms
of clearance: This collection will be valid for six months. If DOE
decides to continue to use the collection past the approved
emergency request clearance time period, it must resubmit a normal
collection to OMB under the normal PRA clearance process for a
three-year approval.

DOE will generate a
publicly-accessible "crowd-sourced" map that discloses consumer
access to electricity consumption data and the ability to share
that data with third parties. This requires DOE to collect
information about data access and sharing services offered to
customers by electricity providers. EERE has developed an online
questionnaire device that captures and publishes the necessary
information as a series of web-based maps. DOE is requesting a
3-year approval for this information collection request.
DOE requests the
emergency approval of this ICR due to the timely nature of the
Presidents recent request to increase the pace of the
implementation of energy conservation measures, and improve the
results from its energy efficiency investments. Earlier this year,
a joint memo from the White House, DOE, USDA, DOI and NIST
announced that DOE would undertake as part of the grid
modernization initiatives the production of a crowd-sourced map
to track progress on efforts to improve consumer access to and
control of their energy usage data. The crowd-sourced map would
enable Americans to take advantage of new tools and services to
manage their energy use and save on their utility bills.
