Moderator’s Guide for Law Enforcement Focus Groups
I. Explanations Moderator to Read
This focus group is being conducted to collect information that will help us better understand your opinions about an important highway safety issue and develop materials to improve traffic safety.
This collection of information is VOLUNTARY and will be used for formative purposes only so that we may develop programs and materials to reduce the number of traffic-related injuries and deaths. We will not collect any personal information that would allow anyone to identify you. A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a current valid OMB Control Number. The OMB Control Number for this information collection is 2127-0682. Public reporting for this collection of information is estimated to be approximately 90 minutes per response, including the time for reviewing instructions, completing and reviewing the collection of information. All responses to this collection of information are voluntary. II. Introductory comments:
Welcome and thank you for participating in the focus groups (one will be held in each location (i.e., FL and MD)).
Time allotted for the focus group will be 60-90 minutes.
Introductions.
Usual “housekeeping” comments.
The reason for the focus group: to better understand law enforcement opinions regarding increasing seat belt use, their relationship and perception of the Hispanic community and how they can work with the community to improve traffic safety and increase seat belt use.
III. Discussion questions:
The following questions refer to knowledge, attitudes and behaviors
What do you think is the Hispanic immigrant community’s view of law enforcement? What about recent immigrants (i.e. in the U.S. 5 years or less)?
Probe for perceptions, attitudes and behaviors regarding immigrants.
What is the law enforcement’s perception of the Hispanic immigrant community?
How broad-based is the immigrant’s knowledge of seat belt laws in your state?
What percentage of immigrants in your area regularly use seat belts?
What type of community outreach do you or your fellow officers engage in to develop relationships or inform immigrants about local laws regarding seat belt use and other traffic safety issues?
How can you work with the community to increase seat belt use?
We are developing an educational toolkit to be used by agencies to address traffic safety with an emphasis on seat belt use. What messages and strategies would work best? How should they be carried out?
Besides the materials being developed for the community partners to use, what other materials would you like to see in the kit?
How would you use this educational kit? Do you see a role for law enforcement in using the tool-kit?
