TSA will collect rail security
coordinator information (RSC) and reports of significant security
concerns from freight and passenger railroad carriers, rail transit
systems, and rail hazardous materials shipper and receiver
facilities, which TSA will use to provide entities with timely
notification of vital security information. TSA will require the
reporting of significant security concerns, which will increase the
agency's domain awareness in the rail mode. TSA will also require
that these entities document and maintain records of the secure
exchange of custody of rail cars carrying the categories and
quantities of hazardous materials outlined in 49 CFR
1580.100(b).
