SUBJECT: Transmittal – Revisions to the SY 2011-12 and 2012-13 Consolidated State Performance Report (#1810-0614), Part I and Part II
I am forwarding proposed substantive and technical modifications to the Consolidated State Performance Report (CSPR) for the SY 2011-12 collection and a supplement of questions that are added and revised for the SY 2012-13 collection. The current CSPR was approved (OMB #1810-0614) in November 2010 and will expire November 30, 2013.
Part I of the SY 2011-12 CSPR will be due to the Department on or before December 20, 2012. Part II will be due on or before February 15, 2013.
We are requesting modifications to the CSPR to: (1) improve the quality and validity of the data the Department receives by improving the clarity and intent of questions; (2) increase our ability to effectively manage our grant programs by adding previously missing questions; and (3) delete items that are not aligned with the reporting requirements. The proposed modifications result from questions and feedback we received from States, Congress, and other interested parties during the SY 2010-11 CSPR submission periods, data quality issues program offices identified during data quality reviews of State submissions, and question-by-question reviews program offices conducted in consultation with the Office of General Counsel (OGC) to ensure that the wording of each question was clear and consistent with the intent of the governing statute, and that each question was yielding useful and/or necessary information.
Section 1.1: Standards and Assessment Development
Modifies questions from text boxes to tables to request the same information in a less burdensome format. (Technical amendment).
Section 1.2: Participation in State Assessments
Adds subpopulation for alignment with EDFacts file specification and improved data quality. (Technical amendment).
Section 1.4.4.1: Title I Schools Identified for Improvement
Moves question to CSPR Part II in order to populate with EDFacts file specifications and eliminate duplication, requiring a small change in the deadline for the file specification (Technical amendment).
Accommodates changes for ESEA Flexibility states by changing the guidance for the data to be included, with corresponding changes to be included in the EDFacts file specifications (Technical Amendment).
Section 1.4.5.1: Title I Districts Identified for Improvement
Moves question to CSPR Part II in order to populate with EDFacts file specifications and eliminate duplication, requiring a small change in the deadline for the file specification (Technical amendment).
Accommodates changes for ESEA Flexibility states by changing the guidance for the data to be included, with corresponding changes to be included in the EDFacts file specifications (Technical Amendment).
Modifies title, table, and guidance to align with EDFacts file specifications and new graduation rate regulations. (Technical amendment).
Updates racial/ethnic groups from 5 options to 7 options for alignment with EDFacts file specifications and the OMB directive on reporting racial and ethnic data. (Technical amendment).
Deletes question because it is not used for the management of any of OESE's grant programs, and is duplicative of data collected by NCES. (Technical amendment).
Moves graduation rate question to CSPR II in order to align the graduation school year with the CSPR school year, without changing the due date for the EDFacts file specification (Technical amendment).
Section 1.9: Education for Homeless Children and Youths Program
Adds new categories for alignment with EDFacts file specifications. (Technical amendment).
Section 2.1: Improving Basic Programs Operated by Local Educational Agencies (Title I, Part A)
Adds new question on funds for parental involvement. The question will be manual entry for 2011-12, and will be collected by EDFacts starting in 2012-13. (Substantive Amendment).
Section 2.2: William F. Goodling Even Start Family Literacy Programs (Title I, Part B, Subpart 3)
Updates instruction to improve clarity. (Technical amendment).
Section 2.4: Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At Risk (Title I, Part D, Subparts 1 and 2)
Combines two rows in table to simplify. (Technical amendment).
Modifies text to clarify requested data element. (Technical amendment).
Deletes multiple tables that program office determined were unnecessary. (Technical amendment).
Section 2.9: Rural Education Achievement Program (REAP) (Title VI, Part B, Subparts 1 and 2)
Deletes table that program office determined was unnecessary in the CSPR because the data can be extracted from EDFacts. (Technical amendment).
Section 1.9: Education for Homeless Children and Youths Program
Adds new subgroups to the homeless section for alignment of the enrolled and served data, and to improve ability to administer program. (Substantive Amendment)
Section 2.4: Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At Risk (Title I, Part D, Subparts 1 and 2)
Adds new subgroups to address growing interest in these populations and to meet statutory requirements. (Substantive Amendment)
Adds new question on student transitions in order to better serve population and target technical assistance. (Substantive Amendment)
Combines two existing tables into one table, and revises disaggregation of data. (Technical Amendment).
Simplifies existing data by combining two existing rows. (Technical Amendment).
All of the 2012-13 changes will be collected by EDFacts to populate the CSPR; therefore, the burden added is minimal.
With the 2011-12 and 2012-13 modifications requested will on average decrease the estimated burden hours for respondents by 53 hours for a total average estimated burden of 11, 811 hours. The 2012-13 estimate remains below the 2010-11 burden estimate, which totaled 11,864. The specific modifications requested are detailed in Attachment A. Also included are complete copies of the 2011-12 collection (Part I and II), and copies of the changed questions for 2012-13 (sections 1.9 and 2.4).
