The FAA Modernization and Reform Act of 2012 included amendments to the National Parks Air Tour Management Act (NPATMA) of 2000. One of these amendments [see attached highlighted Section 501(e)] requires commercial air tour operators conducting tours over national park units to begin reporting on the number of operations they conduct and any such other information prescribed by the FAA Administrator and the Director of the National Park Service (NPS).
The FAA Modernization and Reform Act of 2012 requires the FAA Administrator and the National Park Service Director to issue an initial request within 90 days for reports from commercial air tour operators regarding the number of commercial air tour operations over each national park. The FAA Modernization and Reform Act of 2012 was signed on February 14, 2012 which mandated the legislative requirement to be completed by May 14, 2012.
In order to comply with the legislative requirement of the FAA Modernization and Reform Act of 2012, we are requesting that OMB grant an emergency clearance to collect information from commercial air tour operators who provide air tours over national parks.
We are requesting approval of the emergency clearance request by April 24, 2012.
This is a new collection, therefore it is a program change.
