Under the Aviation and Transportation
Security Act (ATSA) of 2001, TSA prescribes standards for hiring
and continued employment of air carrier and airport security
personnel. Also, ATSA requires certain employees who were not
subject to a background security check to undergo a criminal
history records check. TSA implemented its employment standards at
49 CFR Parts 1542 and 1544 in February, 2002. This information
collection remains critical.

The changes in burden are due
to a reduction in the number of applicants for access to secure
areas of the airport, an improvement in processing time for
background checks conducted for these applicants, and a difference
in the methodology used in data gathering for this Paperwork
Reduction Act collection submission from 2009 to 2011.
Additionally, TSA created an instructions document to more clearly
communicate directions to respondents.
