Short Statement: The information collection has increased from 35,746 hours to 147,690 hours. This change in the total burden hours is due to the Government estimating the burden associated with each clause, which is a change from the previous reporting method. Estimating using each clause has caused an upward adjustment in the burden hours; however, using this method results in a more accurate assessment of the requirements.
