There is an adjusted decrease
of -3,909 respondents because a downturn in the economy has caused
fewer people to use the forms associated with this collection, thus
resulting in -1,077,434 fewer annual responses. Also, the program
determined that the time required to complete PPQ forms 577 and 579
is .5 hours instead of 1.2 hours as previously reported. The
reduced time to complete the forms along with the reduction of
respondents and annual responses caused a decrease in the burden
hours of -1,420,369. The requirement for recordkeeping was removed
because the information is now maintained in the Phytosanitary
Certificate Issuances Tracking (PCIT) system. This resulted in a
program change of -96,000 annual responses and -2,880 burden
hours.
