consult with persons outside the agency to obtain their views on
the availability of data, frequency of collection, the clarity of
instructions and recordkeeping, disclosure, or reporting format,
and on the data elements to be recorded, disclosed, or reported.

The NIGC is authorized by the IGRA to
issue certificates of self-regulation to tribes for Class II gaming
operations. This information collection requirement is necessary to
determine whether a tribe is self-regulating. In addition, those
tribes who have received a certificate of self-regulation are
required to submit an annual report to the NIGC to establish that
the tribe has continuously met the criteria.
