Short Statement: The actual total number of respondents and responses did not change from the previous submission. However, the number of respondents did change within themselves: private sector 460 to 451, state, local & tribal 200 to 176, and non-reponses 440 to 473 respondents. These changes decreased burden by 5 hours because of the per response time for each affected public.
