The Experimental Program to Stimulate Competitive Research (EPSCoR) was established by the National Science Foundation (NSF) in 1978 following a recommendation by the National Science Board (NSB) to support research capacity development in states and jurisdictions that receive lesser amounts of NSF research support funding. NSF investment in EPSCoR between 1998 and 2007 has totaled approximately $760 million. The purpose of the proposed information collection is to supplement data analysis efforts already underway as part of an historical evaluation of NSF EPSCoR being conducted by the Science and Technology Policy Institute (STPI), starting with information contained in proposals and annual reports covering the life of program.
