Short Statement: New program personnel corrected calculation and figures previously used for respondents versus responses and the per response times were re-evaluated. termination of some crop programs and the addition of new policies have resulted in a decrease of respondents but a net increase in the burden hours and responses. The State, Local and Tribal IC is no longer needed and its removal within ROCIS resulted in a program change decrease.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).

The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
