Section 2821 of the National Defense Authorization Act for FY 2000 (Pub. L. 106-65) authorizes DoD to transfer base closure property to Local Reuse Authorities (LRAs) under Economic Development Conveyances (EDCs) at no cost to stimulate economic redevelopment and long-term job creation, and to modify existing EDCs. No cost EDC agreements require the LRA to reinvest proceeds from use of the EDC property for 7 years. The Military Departments require an annual financial statement certified by an independent CPA to monitor this provision. The annual reporting requirement may be modified for rural communities.
