This evaluation examines a
reemployment program targeted towards dislocated workers, as
defined by the Workforce Investment Act (WIA), who wish to start or
grow a business in their fields of expertise. The demonstration
will seek to connect such workers to self-employment training,
intensive business development assistance, and other services
(including seed capital microgrants) to help them become more
successful in self-employment. The main objective of the evaluation
of the SET Demonstration is to understand whether providing
dislocated workers with access to intensive business development
services and self-employment training increases their likelihood of
reemployment, their earnings, and their propensity to start a
business.
