Disability Employment Initiative FY 2013 Cooperative Grants


Abstract:


This ICR seeks to clear the unique information collection requirements in the fourth round of Disability Employment Initiative Solicitation for Grant Applications (SGA). The Department of Labor (DOL), Employment and Training Administration is coordinating with DOL, Office of Disability Employment Policy to announce the availability of approximately $20 million for a fourth round of cooperative agreements to State agencies that administer the Workforce Investment Act (WIA) of 1998. The final amount depends on the funds appropriated for the Disability Employment Initiative in Fiscal Year (FY) 2013. The DOL expects to use this funding to award six to ten cooperative agreements to help States develop and implement plans for improving effective and meaningful participation of persons with disabilities in the workforce. These cooperative agreements will have a three (3) years and four (4) months period of performance. All WIA participants, including those without disabilities, will continue to be served by the states.

This grant solicitation is available on the grants.gov Web site. Based on past experience, the DOL anticipates 50 percent of responses will be submitted electronically.

This information collection will not have a significant impact on a substantial number of small entities.


Assurances of confidentiality:


These grant solicitations do not offer applicants assurances of confidentiality.


Special circumstances:


This information collection complies with 5 CFR 1320.5.


Burden:


Based on past experience, the DOL expects to receive approximately 14 applications from an equal number of respondents. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.


14 applications x 20 hours = 280 hours.


In addition to the application, each grantee will be required to submit quarterly financial, performance, and narrative reports to ETA. Those information collection requirements will be cleared under a separate Control Number.


The DOL has increased the November 2012 average hourly earnings in the professional and business services industry of $28.22 by 40 percent (total $39.51) to monetize this burden. 280 hours x $39.51 = $11,062.


The DOL associates no other burden costs with this information collection.
