Supplemental Supporting Statement A: Justification

This request seeks OMB approval under the Paperwork Reduction Act for a Funding Opportunity Announcement (FOA). The Bureau of International Labor Affairs (ILAB) will award up to $750,000 for one cooperative agreement to fund a technical assistance project in the country of Georgia to strengthen respect for worker rights, primarily through support to workers and worker organizations. The project will seek to improve the ability of worker organizations to engage effectively with government and employers in protecting workers’ rights by 1) building worker organizations’ capacity to effectively conduct outreach and training for members regarding Georgian labor law and enforcement, with a focus on rights related to occupational safety and health (OSH), and 2) increasing worker organizations’ effectiveness in representing workers in collective bargaining, dispute resolution, legal proceedings, and dialogue with the government and employers.

This announcement will solicit applications from eligible organizations. Eligible organizations may include any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s), capable of successfully implementing the proposed youth programs.

Applications will include the following information collections: 1) Form SF-424 “Application for Federal Assistance” and Form SF-424A, separately cleared under OMB control number 4040-0004; 2) Technical Proposal; 3) Cost Proposal; and 4) Attachments to the Technical Proposal and Cost Proposal.

Electronic availability:

This grant solicitation is available on the grants.gov Web site. Based on past DOL experience, the Department anticipates 90 percent of responses will be submitted electronically.

This information collection will not have a significant impact on a substantial number of small entities.

Assurances of confidentiality:

These grant solicitations do not offer applicants assurances of confidentiality.

Special circumstances:

This FOA implicates no special circumstances.

Burden:

Based on past experience, the DOL expects to receive approximately 3 applications from an equal number of respondents. ILAB estimates public reporting burden for the information collection to average 40 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining needed data, and completing and reviewing the collection of information.

3 applications x 40 hours =120 hours.

The DOL has increased the October 2013, average hourly earnings in the professional and business services industry of $30.38 by 40 percent (total $42.53) to monetize this burden. 120 hours x $42.53 = $5,103.60.

The DOL associates no other burden costs with this information collection. In addition to the application, the cooperative agreement awardee will be required to submit quarterly financial, performance, and narrative reports to ILAB. Those information collection requirements will be cleared under a separate control number.
