The burden hours were decreased slightly as a result of a decrease in the estimate of the number of ECCF's from 22 to18. This was based on data from the past few years. Also the estimated number of ECCF's filing for refunds was changed from 5 to 0 because the records show that CBP has not received any refund requests.
