The Electric Power Surveys collect information on electric power capacity, generation, fuel consumption, fuel receipts, fuel stocks, prices, electric rates, construction costs, and operating income and revenue. Respondents include electric utilities, nonutility electric power producers, electric reliability council members, and independent electric power system operators. Electric power data collected are used by the Department of Energy for analysis and forecasting. Data are published in various EIA reports. The Form EIA-861 is proposed to change from a census to a cut-off sample of larger respondents; the smaller respondents removed from the Form EIA-861 are proposed to report on a new, shorter Form EIA-861S. The threshold for reporting Form EIA-923 Schedule 2 data will rise to 200 MW of nameplate capacity for plants that primarily use certain fuel types, and the reporting requirement for self-produced and minor fuels will be removed. The Forms EIA-861 and EIA-861S are mandatory surveys used to collect retail sales of electricity and associated revenue from all electric utilities, energy service providers, and distribution companies in the United States, its territories, and Puerto Rico on an annual basis. Schedule 2 of the mandatory Form EIA-923 collects information from regulated and unregulated electric power plants in the United States that burn certain fossil fuels and meet the reporting threshold. Data collected include fuel receipts, cost, quality, and coal mine information.

The survey frame for the Form EIA-861 (long form) will be modified from a census of approximately 3,300 entities to a sample of approximately 2,200 entities, reducing the frame by 1,100 respondents, thus reducing burden hours. The 1,100 respondents dropped from the Form EIA-861 (long form) will report on the Form EIA-861S (short form); these respondents will report very limited data, further reducing burden hours. Between the Forms EIA-861 and EIA-861S, the net reduction is 8,877 burden hours. The Form EIA-923 proposes changes in the reporting threshold, thereby resulting in an estimated annual reduction of 1,822 burden hours. Section A15 of the Supporting Statement details the change in burden.
