In 2006, the NRC amended its regulations to implement a National Source Tracking System (NSTS) for certain sealed sources. The amendments require licensees to report certain transactions involving nationally tracked sources to the NSTS. These transactions include manufacture, transfer, receipt, disassembly, or disposal of the nationally tracked source. The NRC Form 748 is used to collect this information (submitted via fax, mail, or email), or licensees may submit the information using an online system. This information collection is mandatory and is used to populate the NSTS.

The previous burden for this collection was 412 hours and 2,613 responses. The burden is expected to increase to 1,601.5 hours and 13,523 responses (an increase of 1,189.5 hours and 10,910 responses). The estimated burden has increased for the following reasons: •The current estimate is based on the last three years of reporting data. Because the NRC only began collecting this information in 2009, there were no reporting data on which to base the estimates used in the 2009 clearance package. Now that reporting frequencies are known, the NRC can better estimate the number of annual responses that will be received. •In January 2011, the NRC revised the NRC Form 748 to better meet the needs of the respondents. The previous version of the NRC Form 748 was two pages in length, including one page of instructions. In revising the form, NRC developed a "short form" and a "long form" for licensees to submit data. Since most licensees are reporting single transactions, the short form is now the primary form used. There is a short version of the NRC Form 748 for every type of transaction (8 transaction types), and the licensee may select the short Form 748 that specifically focuses on the transaction they would like to report. These revisions to the form made reporting easier for licensees and contributed to an increase in the number of responses above the original estimate submitted in 2009. •The NRC updated estimates to include data received from the NSTS online system, in addition to NSTS data submitted on the NRC Form 748. This accounts for 8,480 additional responses and an increase of 760 hours.
