The Rule requires mail and telephone
(including Internet) order merchants to substantiate any shipment
representation, to notify consumer of and obtain consent for
shipping delays, and to make prompt and full refunds if consumers
exercise the option to cancel their orders.
The estimated decrease in
annual burden hours is an adjustment to compensate for prior
inadvertent counting of some direct marketers (i.e., door-to-door
direct sales) in the estimated industry population. These types of
sales are not covered by the MTOR.
