Short Statement: The overall annual burden rate has decreased from $377,835 to $338,947. The factors that con¬tributed to this change are shown here: • The monthly average number of Level 1 accounts being created increased from 3,764 to 9,570. This is just a natural evolution of the system as more customers become aware of eAuthentication. • The monthly average number of Level 2 accounts being created decreased from 1,508 to 1,238. This is just a natural evolution of the system as eligible customers have already created Level 2 accounts. • The amount of time required to create a Level 2 account via OIDP decreased from 1.67 hours to 50 minutes because the travel time to a USDA office has been eliminated for 70% of new account requestors.
