Short Statement: The decrease in the annual time burden is due to an estimated decrease in the number of filings submitted by respondents pursuant to Rule 19d-3. The decrease in the dollar cost burden from $27,270 to $0 is due to the fact that in the previous submission the monetization of the internal labor cost of compliance was erroneously stated as a separate cost burden.
