At the onset of the campaign
research in 1998, respondent burden was comparably larger
(estimated 27,995 respondents vs. 7,650 respondents at present).
Ongoing campaign findings have led to refinement of the target
sampled, resulting in cost efficiencies. Since 2005, there has been
a decrease in the impact of hour burden estimates.
