The affected entities are subject to the General Provisions of the NSPS at 40 CFR part 60, subpart A and any changes, or additions to the Provisions specified at 40 CFR part 60, subparts M, P, Q, R, S and Z. Owners or operators of the affected facilities must make an initial notification, performance tests, periodic reports, and maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. Reports are required semiannually at a minimum.

There is an adjustment increase in the respondent burden from the most recently approved ICR. This increase is not due to any program changes. The increase is due to a correction in respondent burden activity associated with NSPS Subpart S. The previous ICR did not include the time required to prepare semiannual reports for the respondents. This correction results in an increase in respondent burden hours, costs, and the total number of responses. There is also an increase in the respondent labor costs due to an update in labor rates. Further, there is an overall decrease in O&M costs due to an update in the number of sources. In this ICR, we estimate that two ferroalloy facilities are subject to Subpart Z and one primary lead facility is subject to subpart R; however, the affected sintering unit and blast furnace at this primary lead facility will be shutdown and will no longer have burden associated with the standard.
