The National Oceanic and Atmospheric Administration (NOAA) Office of Education (OEd) Educational Partnership Program (EPP) an the Ernest F. Hollings (Hollings) Scholarship Program collects, evaluates and assesses student data and information for the purpose of selecting successful candidates, generating internal NOAA reports and articles to demonstrate the success of the programs. OEd EPP and Hollings require applicants to its student scholarship programs to complete an application for NOAA undergraduate programs. Part of the application package requires references (e.g., academic professors and advisors) to complete a NOAA student scholar reference form in support of the scholarship application. NOAA OEd EPP and Hollings student scholar alumni are also requested to provide information for NOAA internal tracking purposes. In addition, the collected student data supports NOAA OEd EPP and Hollings program performance measures. NOAA's Office of Education revised its alumni form that was used by NOAA's Office of Education, Educational Partnership Program and the Ernest F. Hollings Undergraduate Scholarship Program so that the form may be used by other NOAA programs, Dr. Nancy Foster Scholarship Program and the National Marine Fishery Service (NMFS) Recruitment, Training, and Research Program. The number of respondents has decreased as a result of grants that have closed in the NOAA's Office of Education, Educational Partnership Program. The number of Cooperative Science Centers decreased from five to four grants. All the Environmental Entrepreneurship Program grants are closed.

The Environmental Entrepreneurship Program and one Cooperative Science Center grant awards are closed and no new student data will be collected. Two new NOAA programs will collect alumni data and information: the Dr. Nancy Foster Scholarship Program and Recruiting, Training, and Research (RTR) Program, in addition to the Educational Partnership Program and the Ernest F. Hollings Undergraduate Scholarship Program. Adjustment SMPTS Form: There has been a decrease of 8 respondents and 24 responses, from 12 to 4 and 36 responses to 12, but in the last ICR, only 12 responses, and 194 hours, were included in ROCIS. Therefore this change will not appear in the system. Twelve responses are now correct (4 x 3), but due to the adjusted response time, the new hours have changed from 194 to 336, showing an increase of 142 hours. Total mailing costs were previously estimated at an average of $300 per year, but we are now using the maximum cost of $600.
