The information collection requirement
via SUS is necessary to reduce the amount and complexity of
required input by vendors that manually enter invoice data into
Wide Area Workflow (WAWF). By pre-populating fields with accurate
and up-to-date contract information, vendors are required to input
significantly less data. Additionally, SUS simultaneously performs
a front-end validation of submitted data, thus ensuring less manual
intervention and fewer interest penalties incurred by the
government.
Although the estimated
collection burden imposed by SUS reduces the larger burden
currently imposed by WAWF for invoice input, the two systems are
owned by different DOD entities and thus require separate OMB
Submissions. Legally, the burden appears to be new, but in
practice, users (vendors) will have to provide significantly less
informaiton than they do in the current environment.

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
