In FY2010 and FY2011, Congress set aside $55 million for the CFCF Program, and HUD made awards to 19 public housing authorities. HUD is now monitoring the progress of these PHAs in building the community facilities.

On behalf of the U.S. Department of Housing and Urban Development, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9.

Supporting Statement for Paperwork Reduction Act Submissions


A. Justification:


  1. Why is this information necessary?

In 2011 and 2012, HUD awarded 19 public housing agencies (PHAs) about $55,000,000 of capital fund appropriations for grant funding to develop facilities to provide early childhood education, adult education, job training or similar services for public housing residents based on an identified need. These facilities are presently under construction.


  1. How is this information to be used?

The purpose of the CFCF program is to provide capital funding for the construction, rehabilitation or purchase of facilities. These facilities offer comprehensive, integrated supportive services to help public housing residents achieve better educational and economic outcomes resulting in long-term economic self-sufficiency. Funding was awarded on a competitive basis based on NOFA criteria and the information contained in each PHAs application.

The CFCF annual reports are collected through electronic means through pihoci.gov.

Information for CFCF facilities is not collected elsewhere.

HUD would not be able to ensure distribution and effective use of funds if this collection were not conducted. This is a one-time collection unless annual funds are renewed by Congress.

HUD published a Notice of Proposed Information Collection for public comments in the Federal Register, Volume 78; No. 243, Page 76638, on December 18, 2013. No comments were received.

No payments or gifts to respondents are provided.


10. Describe any assurance of confidentiality provided to respondents.

The information provided is not of a confidential nature.

The annual reporting burden hours are based on the experience and estimated amount of time to report the requested information. The number of respondents is based on 19 PHAs nation-wide that were awarded funding under the program.

13. Additional Cost to Respondents - There are no additional costs to respondents.


14. Annualized cost to the Federal Government - The estimated annualized cost to the Federal Government is based on the hourly rate of $40.58, the 2013 General Pay Scale for a GS 14 Step 1, which represents the staff of HUD’s Office of Public Housing Investments (OPHI). This office primarily administers the Capital Fund Program. The total cost to the Federal government is $1542.00.


15. Explain any program changes or adjustments.

This is a revision to a previously approved collection adapted for this competitive offering of funds. We are no longer reviewing applications from PHAs for this program. Instead, we are reviewing documents submitted annually by the 19 PHAs which received funding under the program. We are not reviewing the SF-LLL and SF-424 forms, which the PHAs no longer submit.

17. OMB Expiration Date - HUD is not seeking approval to avoid displaying the OMB expiration date.
