This information collection covers the collection of information from Hazardous Liquid operators. To ensure adequate public protection from exposure to potential hazardous liquid pipeline failures, PHMSA collects information on reportable hazardous liquid pipeline accidents. Additional information is also obtained concerning the characteristics of an operator's pipeline system. PHMSA is also incorporating data collected under OMB. Control No. 2137-0598 into this information collection package.

PHMSA is revising the Hazardous Liquid Accident report to improve the granularity and efficiency of the data collected. PHMSA seeks to collect more information on small spills and as a result, is increasing the amount of time needed to complete accident reports for small spills. This change results in an increase of 1,000 burden hours. PHMSA is also incorporating information previously collected under 2137-0598 into this package which results in an increase of 100 burden hours. The overall burden increase for this collection is 1,100 burden hours.
