This information collection request is due to a Notice of Proposed Rulemaking (NPRM) entitled, "Commercial Driver's License Drug and Alcohol," that would require the Agency to establish a database that will contain controlled substances (drug) and alcohol test result information for the holders of commercial driver's licenses (CDLs).
This program change increase of 1,860,581 estimated annual burden hours is due to a new ICR requirement contained in a NPRM entitled, "Commercial Driver's License Drug and Alcohol Clearinghouse."
