Daily inspections will detect and correct equipment problems before they become the source of an accident or incident resulting in personal injuries or damage to property. FRA is proposing to improve the integrity of passenger train exterior side door safety systems and promote passenger train safety overall through new safety standards relating to the safe operation and use of passenger train exterior side doors. This proposed rule is intended to limit the number and severity of injuries involving passenger train exterior side doors and enhance the level of safety for passengers and train crewmembers.

The total number of burden hours for this collection of information has increased by a total of 4,912 hours from the last approved submission. The increase is due to both program changes and adjustments. The two tables included in the answer to question number 15 of the attached Supporting Justification exhibit both the program changes and adjustments. Program changes shown in the table increased the burden by 3,832 hours and increased the number of responses by 28,705, while adjustments depicted in the table increased the burden by 1,080 hours and increased the number of responses by 2,554 responses. The current burden in the OMB inventory shows a total of 4,434,206 hours, while the present submission reflects a total burden of 4,439,118 hours. Hence, there is an increase of 4,912 hours from the last approved submission. There is no change in burden cost since the last submission. .
