Abstract: Public housing agencies (PHAs) that want to transfer all or part of their public housing programs, developments, and units to one or more other PHAs, and two or more PHAs that want to consolidate their public housing programs into one PHA submit a request package to HUD. This package provides HUD with the information needed to make a determination regarding approval of the request.
