1. TITLE OF INFORMATION COLLECTION: Flashcards Content Development
2. PURPOSE:
The Flashcards project will develop a digital product that will deliver a skill development intervention to financial
education practitioners, to enhance understanding and use of research-based best practices in consumer decisionmaking. In order to determine the specific skill development needs most relevant to particular audience segments
within the world of financial education practitioners, the Bureau will conduct a brief market research study. The
results of this study will determine the relevant audiences and particular topics of the “flashcards” digital
interventions. These “flashcards” digital interventions will be developed as digital products and undergo pilot
testing.

3. DESCRIPTION OF RESPONDENTS:
Respondents will be up to 20 financial education practitioners, most of whom are associated with national financial
education organizations (e.g., AFCPE, NEFE, NFCC, etc.).

The sample of 20 individuals to be interviewed will be developed by the Bureau’s Office of Financial Education.
It will include approximately 10 contacts who are well-known to the Bureau’s Office of Financial Education and
are leading experts in the field of financial education practice. The remaining 10 contacts will be front-line
practitioners who will be recommended by experts from financial education organizations not associated with the
study.

6. INFORMATION COLLECTION PROCEDURES
Please summarize the procedures that will be used to collect data from respondents.
Potential respondents will be contacted via email and/or phone by CFPB’s Office of Financial Education to
invite voluntary participation in the study. The names of those invitees who agree to participate will be
added to a list with contact and organizational information and provided to contractor GMMB by CFPB’s
Office of Financial Education. GMMB will email the potential participants and set up a time for a onehour phone interview. During the hour, the interviewer from GMMB will ask the questions in the
discussion guide developed for this purpose by Office of Financial Education in conjunction with GMMB.
Notes from the interviews will be used as the basis of a report to CFPB on trends and findings in the data.

INCENTIVES: An incentive is defined as a positive motivational influence; something that induces action or
motivates effort. Incentives are most appropriately used in Federal statistical surveys with hard-to-find populations or
respondents whose failure to participate would jeopardize the quality of the survey data. More information on the use of
incentives, please see OMB’s “Guidance on Agency Survey and Statistical Information Collections” (pages 68-70). This
guidance is available on OMB’s website at

the question regarding incentives, please describe the incentive and provide a justification for the use of an incentive as
