This information collection request (ICR) does not fully comply with standard 1.3 of OMB’s Standards and Guidelines for Statistical Surveys. Therefore, OMB is approving the ICR for an abbreviated period to allow the agency to bring the ICR into compliance. As a condition for OMB approval beyond this date, COPS, in consultation with BJS, should develop an executable plan for complying with standard 1.3, or consider alternatives to the collection’s design that fully comply with OMB’s standards and the goals and requirements of the PRA. COPS should provide OMB an update of its work in 60 days. In addition, neither COPS nor its contractor is to provide a report to respondents with response rates below 80% unless COPS has analyzed nonresponse bias consistent with the OMB guideline. Finally, COPS should re-examine its per respondent burden estimate of 15 minutes and provide additional information in the supporting statement about the basis for its estimate.

Under the Violent Crime and Control Act of 1994, the U.S. Department of Justice COPS Office would require the completion of the Community Policing Self-Assessment Tool from law enforcement agencies in order to improve the practice of community policing throughout the United States.

Between the time when the Federal Registry notices were submitted, and when the program staff determined the administration of the CP-SAT for July 2014 through June 2017, the numbers of agencies and respondents changed, resulting in a lesser burden.
