Prior to the
commencement of the Benchmark Survey of U.S. Direct Investment
Abroad--2014 forms distribution, the Bureau of Economic Analysis
(BEA) shall provide on its Internet site prominent links to a set
of finalized survey forms, including instructions, FAQs, and cover
letters. The final forms, instructions, FAQs, and letters shall
reflect any changes in the form contents, survey year, OMB number
expiration date, and BEA leadership from those submitted for
review.

The data collected on the BE-10 survey
provide a variety of measures of the overall operations of U.S.
parent companies and their foreign affiliates. The data are needed
to measure the size and economic significance of U.S. direct
investment abroad, measure changes in such investment, and assess
its impact on the U.S. and foreign economies. The data will provide
benchmarks for deriving current universe estimates of direct
investment from sample data collected in other BEA surveys in
non-benchmark years. In particular, they will serve as benchmarks
for the quarterly direct investment estimates included in the U.S.
international transactions and national income and product
accounts, and for annual estimates of the U.S. direct investment
position abroad and of the operations of U.S. parent companies and
their foreign affiliates.

This request is for a
reinstatement, with change, of a previously approved collection.
Currently, there are no burden hours for the BE-10 survey in the
inventory maintained by OMB. Therefore, the estimated burden of
561,100 hours is shown entirely as a program change.
