In order for the U.S. to fulfill its responsibilities as a participant in the U.S./IAEA Safeguards Agreement, the NRC must collect information from licensees about their installations and provide it to the IAEA. Licensees of facilities that appear on the U.S. eligible list and have been notified in writing by the NRC are required to complete and submit a Design Information Questionnaire, IAEA Form N-71 (and the appropriate associated IAEA Form) or Form N 91, to provide information concerning their installation for use by the IAEA. This submission revises the collection to reflect the addition by the IAEA of two new forms within the Design Information Questionnaire series for Geological Repositories (IAEA Form N-76) and Spent Fuel Encapsulation Plants (IAEA Form N-77). There are no anticipated respondents to these new forms during the clearance period.

The burden has increased by 60 hours, from 300 hours to 360 hours. Burden hours will continue to be attributed to selection/de-selection for IAEA safeguards of eligible facilities from the list provided to the IAEA under the US/IAEA Safeguards Agreement. However, experience of having 1 new isotopic separation facility submit a completed Form N-71 and N-75 demonstrated the need to return the burden to 360 hours (45 entities x 8 hrs = 360 hours). The addition by the IAEA of two new forms within the Design Information Questionnaire series for Geological Repositories (IAEA Form N-76) and Spent Fuel Encapsulation Plants (IAEA Form N-77) has not affected this burden. In addition, there has been an increase in the overall cost as a result of an increase in the fee rate from $259/hr to $272/hr.
