Terms of Clearance: OMB approves the first two phases of the proposed process evaluation described in the information collection request: 1) to conduct a census of SUA and 2) conduct a census of AAA agencies using the proposed methods and survey instruments. Prior to proceeding with the next phase of the study, including drawing the sample from which to field the LSP survey, the agency agrees to provide the observed response rates for the SUA and AAA components of the survey, a power analysis determining the appropriate sample size for the LSP component, and a plan to address potential nonresponse bias. In addition, OMB looks forward to receiving more detailed information about how the process evaluation will help inform the planned outcome evaluation, including a description of the key research questions the outcome evaluation will be designed to answer.

Abstract: The National Family Caregiver Support Program (NFCSP) is relatively new Older Americans Act (OAA) program administered and implemented through the Aging Service Network comprised of State Units on Aging (SUA), Area Agencies on Aging (AAA) and Local Service Providers (LSP). The NFCSP provides a multifaceted system of support services to family caregivers and grandparents or older family members caring for related children. Through the NFCSP, caregivers receive training/education related to their caregiving roles; respite care to enable caregivers to temporarily relieve caregivers from their caregiving responsibilities; and supplemental services on a limited basis, to complement the care provided by caregivers. The program also provides information to caregivers about available services and assistance to caregivers in gaining access to the services. This will be the first federal evaluation of how the NFCSP operates since the program was established with the 2000 authorization of the Title III-E. The process evaluation will administer an online survey to all 56 SUAs and 618 AAA's, and to a stratified sample of 1,000 LSPs. The three different surveys focus on information not currently available through the aggregate administrative data collected annually from the SUAs. The focus will be on the current NFCSP policies and processes, e.g., client assessments, prioritization, and types of services delivered at the local level, as well as the coordination of NFCSP with other long-term care programs. The primary purpose of this study to better understand how the OAA Title III-E NFCSP addresses the program's goal of helping family caregivers experience a seamless process for getting the information, services and support that best meet their needs and preferences that will enhance their caregiving to the greatest extent possible.
