T ITLE OF INFORMATION COLLECTION: U.S. Customs and Border Protection (CBP) Border Patrol Agent (BPA) Recruitment and Retention Surveys

PURPOSE: The purpose of the surveys is to better understand recruitment and retention challenges facing U.S. Customs and Border Protection/U.S. Border Patrol's (USBP) law enforcement personnel and to develop an action plan to address the challenges. The surveys will be administered to two groups of former Border Patrol Agents (BPAs) who left the USBP for: 1) early retirement and 2) other Federal, state, or private sector organizations. The CBP Office of Human Resources Management will launch, monitor, and analyze the surveys.

DESCRIPTION OF RESPONDENTS: Respondents are identified by CBP as former Border Patrol Agents who may no longer be employed by the Federal Government. Respondents may have retired from USBP and have not taken a new job, or may include those former BPA’s who have left Federal service for a non-Federal-Government job. The list of potential respondents is based on those who departed USBP during the time period of 2012 through 2015.

  1. Do you have a customer list or something similar that defines the universe of potential respondents and do you have a sampling plan for selecting from this universe? [ X ] Yes [ ] No

If the answer is yes, please provide a description of both below (or attach the sampling plan)? If the answer is no, please provide a description of how you plan to identify your potential group of respondents and how you will select them?

Our list of potential respondents is drawn from CBP databases of former BPA’s who have either taken early retirement from USBP or left the USBP for another job. The timeframe for these departures ranges from 2012 to 2015. Identification of these former USBP employees, as well as their contact information, was collected by CBP when the individuals left the USBP. To gather the most comprehensive information, we intend to send the surveys to all individuals for whom we have contact information – a “census” approach – rather than identify a sample of those for whom we have contact information.
