The Bus Testing Program is under Title
49 U.S.C. Section 5323(c). It states that no federal funds may be
obligated or expended for the acquisition of a new transit bus
vehicle unless the bus has met the requirements of FTA's Bus
Testing Program. This requires that any new bus or a bus that has
undergone significant changes be tested at the Bus Testing Facility
in Altoona, PA.

The change in this collection
reflects a reduction due to FTA's ability to accurately capture
data based on the actual number of respondents that applied for
testing in 2013, thus decreasing burden hours and cost. In
addition, the previous 2011 estimates included the costs of the
testing fee. The testing fee cost were removed, to more accurately
reflect burden from respondents.
