DoDEA Student and Parent Perception Surveys [DoDEA-14-002]

Dear Dr. Embler,
The Office of the Under Secretary of Defense (Personnel and Readiness) Research Regulatory
Oversight Office has reviewed the material submitted for the above referenced study.
Department of Defense Instruction 3216.02 describes the following as an activity that is not
research involving human subjects: "Activities, including program evaluation, customer
satisfaction surveys, user surveys, outcome reviews, and other methods, designed solely to assess
the performance of DoD programs where the results of the evaluation are only for the use of
Government officials responsible for the operation or oversight of the program being evaluated
and are not intended for generalized use beyond such program."
Your activity fits this description as the data resulting from the survey will be used by DoDEA as
a planning tool and needs assessment. The survey results will be used at all levels of the
organization to improve programs and services offered to DoDEA's students. The survey results
will also be used as an outcome measure to monitor progress on the goals of the new DoDEA
Community Strategic Plan. Therefore, this activity is not research involving human subjects.
Please submit any modification to the study to me prior to implementation as this may affect the
status of the activity. Please keep a copy of this letter in your records and include a copy in the
package provided to your Information Management Control Officer for submission to the DoD
