There has been an increase in the burden hours. USCIS previously reported 552,000 burden hours. USCIS is now requesting approval of a total 2,002,132 burden hours. The change in estimates can be attributed to better agency estimate reporting. USCIS is reporting a figure that reflects the total number of filings with USCIS and DOJ/EOIR, as well as the disclosure of the burden associated with the collection of biometrics in connection with this type of request. The estimated number of respondents has increased from 46,000 to 157,372 filers (111,372 additional filers) but that increased is not the result of any change in the program, but rather a result of better reporting mechanisms. USCIS has also improved its reporting on the government cost associated with this request. A total estimated cost per unit/request has been provided in the answer to question 14, along with a table that provides the breakdown of the cost which totals $1,817 per request, in addition to the $85 associated with the biometric services USCIS provides in connection with certain I-589 filings.
