Rule 17Ac2-1 requires transfer agents for whom the Commission is the appropriate regulatory agency to file an application for registration on Form TA-1 and to amend Form TA-1 if information has become inaccurate, misleading, or incomplete. Form TA-1 requires transfer agents to provide basic information about their business including contact information, control persons, agency relationships and disciplinary history.

Since the previous Paperwork Reduction Act submission to OMB in 2011, the number of new transfer agents registering with the Commission each year has decreased from 15 to 10, and the cost of MS InfoPath software has increased from approximately $50 to $240, resulting in an increase in the start-up cost burden to respondents from $750 to $2,400. The total annual reporting burden has increased from 285 to 366 hours per year. Factors involved in this change include a decrease in the number of new applications for registration on Form TA-1, a decrease in the number of amendments filed to Form TA-1 filings, and revision in the estimate of the hour burden to complete an initial application for registration on Form TA-1.
