TV White Spaces Order requires designated "Database Managers" operators privately owned and operated (Third Party) to create and operate TV band databases and are to be responsible for the coordination and overall functioning of the database and provide services to unlicensed TV band device manufacturers, who will be required to register unlicensed equipment.
