The Environmental Protection Agency
(EPA) and the National Highway Traffic Safety Administration
(NHTSA) are jointly issuing new standards to address greenhouse gas
(GHG) emissions and fuel consumption in the heavy-duty (HD)
trucking sector. As a result of these standards, HD engine and HD
vehicle manufacturers will be subject to new testing, reporting,
and recordkeeping requirements. The paperwork and cost burdens
associated with these requirements are identified in this
ICR.
There is a decrease of 8,379
hours in the total estimated respondent burden compared with the
ICR currently approved by OMB. The previous ICR approval period
included estimates for required start-up and capital costs
associated with the purchase of new testing equipment needed by
manufacturers to implement the program in 2014. Due to the
implementation of the program, the start-up and capital costs were
estimated to be higher in the first year of the program and lower
in the years that followed. Table 6-4 in the supporting statement
contains the burden and costs that were incurred in 2014, but will
not be incurred in 2015-2017, the period of this approval;
therefore, they are not included in this renewal ICR.
