The continued collection of this information will allow EPA to carry on enforcement of the Clean Air Act by reducing emissions of class I and class II refrigerants to the lowest achievable level during the service, maintenance, repair, and disposal of appliances. An appliance means any device which contains and uses a class I or class II substance as a refrigerant for household or commercial purposes. The respondents to this collection request include technician certification programs, equipment testing organizations, refrigerant wholesalers and reclaimers, and other establishments that perform refrigerant removal, service, or disposal.

There have been no regulatory changes associated with this program since the previous renewal of the ICR. EPA estimates that there will be a slight increase in the time required to submit reports and maintain records due to the inclusion of the time necessary for technicians to acquire certification cards in this updated ICR. In the previous ICR, EPA reported the number of responses and burden hours for some activities in aggregate. In this renewal, EPA has disaggregated this information to represent the expected number of responses through the year for a given activity; this results in a higher number of responses but does not impact the burden hours or cost. Therefore, there is no increase of hours in the total estimated individual respondent burden compared with that identified in the ICR currently approved by OMB. EPA has also adjusted costs based on updated labor rates.
